Motion made, and Question proposed,
That further proceedings of the Cardiff Bay Barrage Bill be suspended until the next Session of Parliament;
That if a Bill is presented in the next Session in the same terms as those in which the Cardiff Bay Barrage Bill stood when proceedings on it were suspended in this Session—
(a) the Bill so presented shall be ordered to be printed and shall be deemed to have been read the first and second time, to have been reported from the Select Committee and to have been re-committed to a Standing Committee; and (b) the Standing Orders and practice of the House applicable to that Bill, so far as complied with in this Session, shall be deemed to have been complied with in the next Session;
That these Orders be Standing Orders of the House.—[Mr. Nicholas Baker.]
Object.
On a point of order, Mr. Deputy Speaker. The Cardiff Bay Barrage Bill is important to south Wales. It has had extensive consideration in the House and it has been considered for days in Committee, quite apart from its consideration earlier as a private Bill before it became a Government Bill. It means the creation of 5,000 new homes in south Wales and 25,000 new jobs. Will Hansard show—
Order. We cannot debate the Bill now. It is not exempted business. There was an objection to it, which I have taken, and there can be no further discussion on the matter.
My point of order was to ask whether Hansard will clearly show that the objection came from the hon. Member for Cardiff, West (Mr. Morgan), who has sought to wreck this measure in an unreasonable and disgraceful way.
We often go through this procedure at 2.30 pm on a Friday and the House well knows that an hon. Member is entitled to object and he does not have to declare his identity in so doing.
