To ask the Chancellor of the Exchequer what percentage of their budget is spent on fuel by (a) the poorest decile and (b) the richest decile; and if he will make a statement.

According to the Family Expenditure Survey, over the period 1989 to 1991, expenditure on fuel, light and power accounted for 10¾ per cent. of total expenditure for the bottom decile and 3¼ per cent. of total spending for the top decile.
