To ask the Secretary of State for Wales what representations he has received concerning the funding of pilot schemes for traffic-calming package measures in mixed residential/light commercial areas; if he will make ring-fenced funding available for small-scale or experimental area traffic-calming measures involving capital expenditure below £5 million; and if he will make a statement.

We have received a number of representations about the funding of traffic calming measures. Local authority associations in Wales have strongly resisted earmarking funds for specific purposes because it would reduce unhypothecated provision and authorities' discretion to determine their own expenditure priorities.
