To ask the President of the Board of Trade what targets he has set his Department's Accounts Services Agency for 1992–93.

My Department's Accounts Services Agency, which was launched as an executive agency on 1 October 1991, has been set the following key performance targets for 1992–93:

to achieve full economic cost recovery;
to make an efficiency gain of 1.7 per cent. over 1991–92, through a reduction in cost per transaction;
to effect 97 per cent. of payments—including travel and subsistence claims—within three working days of receipt of a claim by the agency;
to bank all cheques within 36 hours of their receipt by the agency;
at the end of each month to ensure that all notified transactions are properly recorded on the Department's financial management information system and that operating statements are produced and despatched by the sixth working day.
