To ask the Secretary of State for Social Security if he will extend the home responsibility protection to foster carers who do not receive a financial reward from fostering; and if he will give reasons for his answer.

Eligibility for HRP is dependent on entitlement to certain benefits, primarily child benefit. To avoid double provision from public funds for the cost of child care, child benefit is not paid to foster carers who receive an allowance from the local authority. Consequently HRP is not available in these cases.
