To ask the Prime Minister what advice has been given to all Departments concerning the recording of answers to be published in the Official Report to parliamentary questions of all votes in meetings of the EC's Council of Ministers; and if he will make a statement.

All Departments are being advised that statements to the House following meetings of the Council of Ministers should include details of the vote, whenever a formal vote is taken in Council, or should record that no formal votes were taken.
