To ask the Secretary of State for Transport what steps he is taking and what instructions he has given to prepare a draft paper as a basis for his Department's contribution to the sustainable development report.

Preparation of the sustainable development report is being co-ordinated by my right hon. Friend the Secretary of State for the Environment. My officials are currently discussing with the Department of the Environment the format of a consultation paper, which we hope will focus public debate about the preparation of a United Kingdom sustainable development plan.
