To ask the Secretary of State for Scotland if he will publish a table showing the fees and expenses paid to (a) returning officers, (b) depute returning officers and (c) all other grades of polling and counting staff for each of the most recent (i) European, (ii) parliamentary, (iii) regional council and (iv) district council elections; if he will itemise the eligibility criteria for the payment of these fees and expenses; and if he will make a statement.
Information about local government election fees and expenses is a matter for local authorities individually and is not held centrally. As far as parliamentary and European elections are concerned, the rates of fees and expenses payable and eligibility criteria for payments to returning officers, their deputies and other elections staff are set out in the relevant fees and charges order. The statutory instruments in force at the last European and United Kingdom parliamentary elections were, respectively: SI 1989, No. 995, the European Parliamentary Elections (Returning Officers' Expenses) Regulations 1989, which came into force on 13 June 1989, and SI 1992, No. 717, the Returning Officers' Charges Order 1992, which came into force on 17 March 1992.
