To ask the Secretary of State for the Environment when he will respond to the consultation paper "Tenant Involvement and the Right to Manage"; and if he will make a statement.

The consultation paper "Tenant Involvement and the Right to Manage" was issued in December 1992. Recipients were invited to submit responses by 26 February 1993. The Department received 99 by that date, with a further 42 arriving afterwards. Respondents broadly welcomed the Government's proposals for increased tenant involvement through the process of compulsory competitive tendering for housing management and an expansion of tenant control through the new right to manage. The responses contained a number of helpful and constructive suggestions on detailed points, which will be taken into account when regulations and guidance are prepared.A summary of respondents is as follows:
