To ask the Secretary of State for the Home Department for what reasons certain privileges have been withdrawn from prisoner Mr. Maurice Bland.

Mr. Bland has been at Rudgate prison since his transfer from Lindholme prison on 21 April 1993. No privileges have been withdrawn from him.

To ask the Secretary of State for the Home Department (1) when he expects to implement the recommendation of December 1992 that Mr. Maurice Bland be transferred from HMP Rudgate to an open prison; and what is the reason for the delay;(2) when he will implement to recommendations of the Parole Board in respect of Mr. Maurice Bland.

The Parole Board recommendation that Mr. Bland should be transferred to an open prison was implemented on 12 March 1993 when he was transferred to HMP Rudgate. The board also recommended that a further review of the case should be carried out after 12 months and that home leave should commence as soon as possible after transfer. Mr. Bland has been informed that an internal review of his case will be held in April 1994, and that he will be able to take short home leave six months after arrival at Rudgate.
