To ask the Secretary of State for Social Security how much the market-testing programme has cost his Department since November 1992.

The costs since November 1992 are broadly estimated at £.3·2 million.These costs when set against the Department's programme of market testing £127 million of business this year and the scale of savings which have previously been derived from market testing—some 25 per cent.—do not seem disproportionately high.
