To ask the Secretary of State for Wales what was the average wage of the lowest paid decile of the population in Wales in 1991 (a) at 1991 prices and (b) at 1979 prices.

It is not statistical custom to calculate average earnings within the lowest or highest deciles. The New Earnings Survey estimates that, in 1991, 10 per cent. of full-time adult employees in Wales earned below £128·70 per week. At constant 1979 prices, the figure was £52·50 per week.
