To ask the Secretary of State for Foreign and Commonwealth Affairs if he will place in the Library a copy of the annual report of the Westminster Foundation for Democracy; and if he will make a statement.

Copies of the foundation's first annual report were placed in the Library today.In its first 13 months, with funding of £1·2 million, the foundation supported about 140 projects in 32 countries, ranging from the provision of an adviser to the President of Albania to the training of Russian ex-army officers as social workers. The average cost of each project was £13,500. We welcome the diversity of the foundation's projects, and its commitment to continuous improvement in the already high degree of their cost-effectiveness.
