Letter from Ron Oliver to Ms Joan Walley, dated 15 August 1995:
The Secretary of State has asked me to reply to your questions concerning mechanical defects on heavy goods vehicles and public service vehicles found at spot checks undertaken by the Inspectorate during the last 12 months.
I regret we do not have the information in the form you requested. Mechanical defects described on roadworthiness prohibitions are categorised and stored on the Inspectorate's Roadworthiness Enforcement Database using the relevant Inspection Manual reference number.
The attached 2 annexes give, for the financial year 1994/95, the number of occurrences of mechanical defects resulting in issue of prohibitions. This information is shown separately for heavy goods vehicles and public service vehicles, but it includes inspections done in connection with operator licensing work as well as spot checks. Spot check information alone could not be provided at a reasonable cost. Any Inspection Manual reference number missing from the first column of the annex has not yet been allocated.
Please bear in mind that the total number of occurrences of mechanical defects cannot be related to the number of prohibitions issued over the same period since a single prohibition notice will, in many cases, have been issued for more than one defect.
