To ask the Secretary of State for Transport if he will set out the powers under which he proposed to make changes to the driving licence design; and if he will make a statement on the timetable for introduction. [37109]

Section 98 of the Road Traffic Act 1988 provides that a driving licence shall be in such form as the Secretary of State may determine.A proposed EU directive allowing the introduction of plastic photocard driving licences is at present under discussion; I will make a further statement on the introduction of photocards when these discussions are more advanced.
