To ask the Secretary of State for Education and Employment on what examination the upper secondary graduation rate of 63.6 per cent. was based in the information which her Department supplied to the Organisation for Economic Co-operation and Development for "Education at a Glance: OECD" indicators, published in 1995. [10534]

The statistic is based on the number of pupils in the United Kingdom who left school at the end of the 1991–92 academic year with at least one GCSE at grades A to C or equivalent or higher academic qualifications including CSEs at grade 1, Scottish certificate of education standard and higher grades, GCE O and A levels and AS examinations.
