To ask the President of the Board of Trade what measures she proposes to transfer the legal responsibility enforcing terms and conditions of employment from employees to employers; and if she will make a statement. [11092]

Generally, terms and conditions of employment are a matter for agreement between employer and employee. Where one party breaches the contract, it is for the other party to seek enforcement.
