To ask the Secretary of State for Social Security what plans she has for new benefits and levels of benefits differing from those in force in April 1997. [14672]

Our aims for welfare reform are to modernise the structure and delivery of Social Security to encourage financial independence, while simultaneously promoting social cohesion and well-being; to develop an active welfare system which supports work, savings and honesty; and to help tackle effectively unjustifiable social and economic inequalities. To that end we are reviewing all major components of the Social Security system.
