To ask the Minister of Agriculture, Fisheries and Food what proposals in respect of fishing he put to the European Commission regarding (a) a permanent exclusive United Kingdom 12 mile limit, (b) a permanent retention of the principle of relative stability, (c) devolution of power from the European Parliament and Commission to a zonal management committee and (d) coastal stock management of conservation and catches. My noble Friend the Parliamentary Under-Secretary of State for Scotland and I plan, shortly to meet representatives of the National Federation of Fishermen's Organisation and Scottish Fishermen's Federation, to discuss their ideas on these matters.
