The necessary orders implementing the recommendations with modifications have been made for all 32 Scottish councils and will take effect for the local government elections in May 1999. A statutory review of the Administrative boundaries is not scheduled to commence until 2004.From 1 July 1999 this will be a matter for the Scottish Parliament.
