To ask the Chancellor of the Exchequer how many people were (a) starting rate, (b) basic rate and (c) higher rate tax payers in (i) 2001–02 and (ii) 2002–03; and how many he estimates will be in each category in (A) 2003–04 and (B) 2004–05 based on 2002–03 bandings. [108589]
