I am replying. As Secretary of State for Wales, I have lead responsibility for the Government's dealings with the Commission on the Powers and Electoral Arrangements of the National Assembly for Wales. In that capacity I submitted a memorandum to the Commission on behalf of the government and gave oral evidence to it on 13 March 2003.
