To ask the Secretary of State for Foreign and Commonwealth Affairs what issues will be raised by the UK delegation to the UN First Biennial Meeting of States on the Implementation of the UN Programme of Action on Small Arms and Light Weapons; who will be representing the UK; and if he will make a statement. I refer the hon. Member to the answers given by my hon. Friend the then Under-Secretary of State (Mr. Mike O'Brien) on 6 March 2003, Official Report, column 1188W and on 11 June 2003, Official Report, column 864W.The UK delegation will be led by Edward Oakden, Director of International Security at the Foreign and Commonwealth Office, and David Broucher, UK Permanent Representative to the Conference on Disarmanent: Geneva.
