To ask the Secretary of State for Environment, Food and Rural Affairs what plans he has to review the guidelines to energy conservation authorities on complying with the requirements of the Home Energy Conservation Act 1995, as set out in paragraph 9.24 of the 2003 Energy White Paper; and if he will make a statement. We welcome the progress that local authorities have made in delivering their Home Energy Conservation Act reports to date. However, we recognise that more needs to be done in order to make further progress and have committed to reviewing the existing guidance and identifying how improvements can be made. The review will be launched this summer and will be concluded by the end of this year.
