To ask the Secretary of State for Foreign and Commonwealth Affairs what recent assessment she has made of compliance by Commonwealth member states with the Commonwealth values, with particular reference to (a) governance, (b) independence of the judiciary, (c) the rule of law and (d) fundamental human rights; and if she will make a statement. The Harare Commonwealth Declaration of 1991 sets out Commonwealth values and principles including governance, independence of the judiciary, rule of law and human rights. The UK works jointly with other members of the Commonwealth Ministerial Action Group on the Harare Declaration to resolve serious and persistent issues of non-compliance.
