In September I told President Wolfowitz that the first report on implementation of the Bank’s Good Practice Principles for conditionality did not provide enough information to enable me to make a decision on the payment of £50 million of the UK’s IDA 14 contribution that was conditional on progress. He agreed to produce a more detailed report which we received last month. I met with the World Bank’s Vice President for Operations Policy on 27 November to discuss the report. Having considered the report I have decided that satisfactory progress has been made. This view was shared unanimously by the Board of the World Bank at its meeting on 5 December.
