To ask the Secretary of State for Trade and Industry if his Department will consider the merits of publishing a low carbon milestone document to help Ofgem achieve its new role of analysing the long term energy outlook in order to address the concerns about security of supply as outlined in the recent Energy White Paper. As set out in the Energy White Paper (paragraph 4.36) the new energy markets outlook is to be jointly managed by the Department of Trade and Industry and Ofgem and will provide energy market information relating to security of supply.

The Government's strategy to move towards a low carbon economy is also set out in the Energy White Paper, which explains how the domestic sector and planned new housing will play its part in meeting our climate change objectives. The Climate Change Bill will establish legally binding carbon budgets, and targets (or milestones) to help this country meet its commitment to tackle climate change.
