To ask the Secretary of State for Communities and Local Government what the objectives of energy performance certificates are with regard to the reduction of (a) carbon emissions and (b) fuel costs. (142777)

Energy performance certificates will give people energy ratings and recommend measures to make improvements to the energy performance of buildings, helping them to reduce fuel bills and cut carbon emissions.
