Since 18 September 2003 when they were first introduced, 6,585 civil penalty notices have been issued for failure to provide information requested for non-domestic rating purposes under Paragraph 5 of Schedule 9 to the Local Government Finance Act 1988 (as amended by the Local Government Act 2003).
