To ask the Secretary of State for Foreign and Commonwealth Affairs if he will ensure that the Bill to give effect to the terms of the European Treaty will be drafted in such a way as to ensure that amendments requiring a referendum to be held before the enactment of the Bill are within the scope of the Bill.
