To ask the Secretary of State for Innovation, Universities and Skills on what he plans to spend the £100 million annually previously spent on second degrees. (172265)

All of the £100 million will be redistributed back to higher education providers to enable more people of all ages and backgrounds to participate in higher education for the first time. We estimate that by 2010-11, 20,000 people will be studying for a first HE qualification who otherwise would not have been able to do so—enough to fill an entire university.
