Government support for emissions trading for the aviation industry was outlined in the 2003 Future of Air Transport White Paper. Since then, policy development has continued to be informed by further research and discussion. The Department has engaged with a broad range of stakeholders, including the aviation industry, on emissions trading and its evidence base, and we will continue to do so both in Europe and in our work in the International Civil Aviation Organisation (ICAO).
