A Learning and Skills Council commissioned analysis of “The Impact of the EMA pilots on participation and attainment in post compulsory education” (IFS November 2007, Haroon Chowdry; Lorraine Dearden; Carl Emmerson) found that EMA increased attainment at Level 2 and Level 3 by around 2 ppts for male learners and 2.5 ppts for female learners. When looking at the impact on actual recipients, the report estimates this equates to an impact on attainment (at Levels 2 and 3) of 7 ppts for female, and 5 ppts for male, EMA recipients.
