Kenya: Human Rights

To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment his Department has made of the UN High Commissioner for Human Rights' report on Kenya, with specific reference to the question of amnesty; and if he will make a statement. (199212)

The Government welcome the report of the Office of the UN High Commissioner for Human Rights on Kenya and fully supports its recommendations. The Government agree that perpetrators of gross human rights violations should not be recommended for amnesty. The culture of impunity contributed to the scale of violence in the immediate post-election period. It is vital that those who participate in or incite violence face justice.
