To ask the Secretary of State for Justice with reference to the White Paper on the reform of the House of Lords, what his working assumption is on the number of working peers appointed by the political parties between 2008 and 2013 for the purpose of calculating the number of peers under each alternative model outlined in section 8 of the White Paper. The modelling assumed that between now and 2013, 28 new life peers are appointed. Broadly, this reflects the current rate of appointments by the House of Lords Appointments Commission. No assumptions were made regarding party political nominations specifically, as there is no obvious basis on which to make assumptions about the number and timing of such appointments, because the pattern has varied considerably in the past.
