To ask the Secretary of State for Communities and Local Government pursuant to the Answer of 1 September 2008, Official Report, column 1479W, on stamp duty land tax, who is responsible for determining whether an energy performance certificate contains the information sufficient to demonstrate that the zero carbon homes standard has been met and that a further inspection is not necessary for certification.
