On 13 October, EU Foreign Ministers condemned the unilateral decision by Robert Mugabe to embark on the formation of a new government without the agreement of the other parties to the 15 September agreement. Following the South African Development Community Troika meeting on 27 October, the UN Secretary-General said that he hoped Mr. Mugabe would no longer disappoint the international community. He also encouraged African leaders to take decisive action to end the stalemate.
