To ask the Chancellor of the Duchy of Lancaster which of the schemes outlined in the New Opportunities White Paper, Cm. 7533, will entail a Barnett consequential for Wales in (a) each year to 2010-11 and (b) the period of the next comprehensive spending review; and which have been identified as entailing no such consequential payments.
