Railways: Franchises

To ask the Secretary of State for Transport whether any rail franchises have been (a) red lighted and (b) put on a watch list by his Department; and what criteria his Department applies in deciding whether to red light a franchise. (256107)

[holding answer 10 February 2009]: The Department for Transport reviews and analyses the operational and financial performance of train operating companies on a regular basis. This is part of its routine monitoring of the contractual arrangements between the Department and its franchise holders. That internal analysis is commercially sensitive and cannot be released.
