Provisions in the Apprenticeships, Skills, Children and Learning Bill give the Secretary of State powers to ask the YPLA to carry out certain functions relating to academies. These will include the funding, performance management and support of open academies. The YPLA will carry out these functions on behalf of, and at the request of, the Secretary of State, to whom it will be answerable in relation to this role.
