The Secretary of State's panel of youth advisers were selected from a national pool of young advisers through an application process undertaken jointly with the Young Advisors charity. Applicants were also asked to provide personal statements as part of the application process.

Applications were assessed against a range of competences including communication, interaction, leadership and managing.
