[holding answer 7 December 2009]: Changes in the Departmental Expenditure Limits (DEL) of the devolved Administrations are normally determined by the Barnett formula. The settlements were published in the 2007 comprehensive spending review White Paper (Cm 7227). The latest figures for the DELs of the devolved Administrations are published in Public Expenditure Statistical Analyses (PESA) (Cm 7630). Comparative data on spending for the benefit of each country and region of the UK are also published in PESA, including a breakdown of this spending by function.
