The table shows the number of communications staff listed by central Whitehall departments in the December 1996 IPO Directory. These numbers have been compiled in the same way as the numbers relating to 1998 and 2008 given in the letter from the Cabinet Office to the House of Lords Select Committee on Communications of 21 October 2008.
The COI White Book—and its predecessor the IPO Directory—lists contact details for some communications roles in Government Departments and agencies. They are only ever a snapshot in time and therefore cannot be used as a comprehensive guide to communications staff in the civil service.
