To ask the Secretary of State for Justice what recent assessment he has made of (a) the extent of the practice of slopping out in prisons in England and Wales and (b) the compatibility of this practice with the Human Rights Act 1998. (316172)

“Slopping out” for normal prisoner accommodation i.e. using a bucket to urinate/defecate ended as official Prison Service practice on 12 April 1996.
