The Commission decided in December 2009 that there should be an advisory panel of Members for the nursery project. Mr. Speaker wrote to three Members in February to ask them to serve on the panel. The criteria in asking those Members to serve were that the panel should be small, that each of the three largest parties in the House should be represented, that the panel should otherwise be as representative of the House as a whole as possible, and that panel members should be broadly supportive of the project. The right hon. Member for Ross, Skye and Lochaber (Mr. Kennedy), the hon. Member for Epping Forest (Mrs. Laing) and my hon. Friend the Member for Newport, East (Jessica Morden) agreed to be members of the panel. The panel will convey its views informally to the Commission through the project board rather than in a form suitable for publication.
