5.45 p.m.

My Lords, before the noble Viscount, Lord Alexander of Hillsborough, replies, I should like to make an announcement about the Business of the House. It had been intended to take the Second Reading of the Rag Flock and Other Filling Materials Bill following this debate, but, owing to the lateness of the hour, it has been agreed through the usual channels not to proceed with that measure to-night. The Second Reading will therefore be put upon the Order Paper again for Tuesday week, March 6.
