My Lords, I beg leave to introduce a Bill to make provision for the reorganisation of University education in St. Andrews and Dundee, to amend the constitution of the University of St. Andrews, of University College, Dundee, and of other bodies or institutions concerned; and for purposes connected with the matters aforesaid.
