Beer Prices
asked Her Majesty's Government:When the Secretary of State for Prices and Consumer Protection expects to be able to make a Statement on the report by the Price Commission on Beer Prices and on other issues raised in the report.
The Government have been considering the comments on the report received from various parties and hope to make a Statement soon about their preliminary conclusions.
Terrorism: Review Of Acts
asked Her Majesty's Government:What decision they have reached about how a review of the Prevention of Terrorism (Temporary Provisions) Acts might be conducted.
When the House discussed the renewal of the Prevention of Terrorism Act last March, I said that my right honourable friend the Home Secretary wanted to consider ways in which we might look at the operation of the Act. He was in no doubt that while IRA violence continued, legislation would be necessary to deal with terrorism, but felt that the time was right to see how the Act was working in practice. After considering how this could best be done, he has decided on a review with the following terms of reference:"Accepting the continuing need for legislation against terrorism, to assess the operation of the Prevention of Terrorism (Temporary Provisions) Acts 1974 and 1976, with particular regard to the effectiveness of this legislation and its effect on the liberties of the subject, and to report."The review extends to the whole of the United Kingdom.The Home Secretary has invited the Lord Shackleton to carry out this review, and I am glad to say that he has accepted.Anyone having material which he wishes to draw to Lord Shackleton's attention should send it to him in writing, if possible by 15th January, at the following address:The Rt. Lord Shackleton,K.G., OBE,Home Office,50 Queen Anne's Gate,London SW1H 9AT.The conduct of the review will be entirely a matter for Lord Shackleton, but he has been asked to produce a report, which will be published.In addition to his business responsibilities, Lord Shackleton carries out certain public duties. However, in order to undertake this review, he has resigned from the British Overseas Trade Board and arrangements have been made for him to be temporarily relieved of his duties in connection with his chairmanship of the East European Trade Council
Animal Welfare And Television Programmes
asked Her Majesty's Government:
Whether the recent BBC programmes "Public Eye" indicated any breach of animal welfare legislation in the transport and sale overseas of Shetland ponies and horses; and what action is being taken.
The Government would take a serious view of any breaches of United Kingdom animal welfare legislation. Although these programmes contained no clear evidence that the animal welfare legislation had been breached, the Ministry of Agriculture, Fisheries and Food is in contact with the producers of the programmes and will consider any additional relevant information.
Animals For Research
asked Her Majesty's Government:What is the nature of the "acclimatisation premises supplying animals for research" referred to by Lord Strabolgi in a Written Answer on 6th December (col. 1608); how many of them there are; who owns them; who inspects them; and what import and export regulations apply to them.
There are two acclimatisation premises authorised as quarantine premises under the Rabies (Importation of Dogs, Cats and other Mammals) Order 1974 (as amended). These are Shamrock Farms Limited, and Animal Suppliers (London) Limited. They import animals, hold them for acclimatisation, disease screening and, if necessary, veterinary treatment prior to supplying them to research establishments.The premises are inspected at last every six months by Ministry of Agriculture veterinary inspectors. In addition each employs a veterinary supervisor authorised by and responsible to the Ministry under the Rabies Order.Both companies are recognised under the Medical Research Council's voluntary recognition scheme for the suppliers of laboratory animals: the premises are also inspected for this purpose. The import and export regulations which apply are those in the Rabies (Importation) Order and, where appropriate, the Endangered Species (Import and Export) Act 1976.House adjourned at twenty-two minutes past eight o'clock.
