My right honourable friend the Secretary of State for Social Services has today publ- ished a document entitled The Self-Employed and National Insurance which gives the background to the present national insurance arrangements for self-employed people and mentions ways in which the arrangements might be reshaped. The discussion document marks the start, and will form the basis, of the review.
