Northern Ireland: Applications To Eec Funds

asked Her Majesty's Government:Whether they will publish a list of applications made in respect of Northern Ireland to the EEC Social and Regional Funds showing the dates of application and decision and the progress so far made with each project.

Details of Northern Ireland's applications to the European Social and Regional Funds are provided in the following tables. In respect of the European Social Fund, information is not readily available in the precise form sought. Table A analyses applications to the fund by (i) applicant, (ii) the date of the application, (iii) the date of

the European Commission's decision on the application, ( iv) the amount of fund assistance allocated per application, and ( v) the total allocations for each year. On the question of progress on each project, the applications listed relate to programmes which continue from year to year. Applications to the European Regional Development Fund are provided at Table B(1 and 2). The rate of uptake on commitments is dependant upon the progress of the investments, ie the ERDF grants are payable when the expenditure on the projects has been incurred.

Parole: Prediction Scores

asked Her Majesty's Government:Whether the data from which "prediction scores" are derived, as described in Home Office Research Study No. 38, have been replaced by a new sample, and, if so, whether they will give details.

Parole: Women And Prediction Scores

asked Her Majesty's Government:Whether "prediction scores" have been worked out for women, on the lines of the calculation for men described in Home Office Research Study No. 38.

No. The numbers of women found unsuitable for parole by local review committees are not sufficiently large to require the use of this device. All such cases are referred to the Parole Board.

The Police: Complaints

asked Her Majesty's Government:Whether they will replace the Police Complaints Board by an independent system of investigation of complaints as requested by the British section of the International Commission of Jurists and submit the issue for decision by Parliament.

A working party, under the chairmanship of Lord Plowden, is currently considering how the recommendation in the first triennial review report of the Police Complaints Board for an independent element in the investigation of serious complaints against the police might be implemented. My right honourable friend the Home Secretary will be giving further careful consideration to the matter, in consultation with the Police Advisory Board, when the working party's report is available, which we hope will be by the end of the year. He welcomes the views of "Justice", the British section of the International Commission of Jurists, on the Police Complaints Board's Report. These and other comments on the report, from Members of Parliament and others, will be taken fully into account.House adjourned at fourteen minutes before eleven o'clock.
